Dog has been around a couple weeks can't tell the breed black and white with VERY distinctive black patch on the back of his neck. He is scared and needs his family. Judging on condition and weight I will assume he has been on his own for several weeks. I do think I could help get him as I think I know where he is sheltering at night. Holding off a couple more days before calling animal control in hopes the owner sees this.
